Filter Box Rev D to Rev E changes

The main goal was to reduce the size of the filter box by 5cm, hence the size of the mce crate.
- Changed all capacitors from 0805 to 0402
- reduced the size of the rigid PCB
- increased the length of the flex
- eliminated 2 mounting holes in the box, now only mounting holes mate with MDM connector
